Progress Update: Standard for Off-Site Construction Tiny Houses (IS-OSMTH)
The International Code Council ( ICC) published a deceptive update on June 10, 2025 regarding the OSMTH 1215 committee in the Building Safety Journal that is developing a new tiny house standard. What is the most disturbing is that they already added the Small Residential Unit to the title of the tiny house standard. I have started a petition to raise awareness and STOP the corporate takeover of Tiny Houses with the Small Residential Unit. My Petition
They want to position the Small Residential Unit, a made up term that is not used by anyone and is not enforceable over Tiny Houses, a codified term in the IRC, making Tiny Houses a subcategory under the Small Residential Unit.
On May 16, 2025, the ANSI Standards Action Newsletter published a revised PINS notification that the International Code Council ( ICC) submitted to add the the Small Residential Unit ( SRU) to the title and the scope of the Tiny House standard.
The proposed new title is ICC/THIA 1215-202x, Design, Construction, Inspection and Regulation of Small Residential Units and Tiny Houses for Permanent Occupancy.

The new revised PINS allows the tiny house industry and anyone materially affected by the standard to comment and submit a PINS complaint regarding the standard, with the opportunity to appeal.
Excerpt From The ICC Article
This standard will establish minimum safety requirements for the built environment of tiny houses and SRUs with an anticipated completion date in Spring of 2026.
”The Off-Site Modular Tiny Houses (IS-OSMTH) committee is actively progressing on the development of standard ICC 1215 Design, Construction, Inspection and Regulation of Small Residential Units (SRU) and Tiny Houses for Permanent Occupancy, which establishes minimum safety requirements for the built environment of tiny houses and SRUs with an anticipated completion date in Spring of 2026.
This effort follows the International Code Council’s Standard Development Consensus Procedures outlined in CP-12A.”
Currently, the committee is reviewing comments received during the 30-day public comment window for the initial draft input, as specified in CP-12A Section 4.8.3.

The news about the PINS was not even on the first page of the article, you find it on a second page linked from the first page, and they really do not really explain what it is, or link to it, and tell you who to contact if you want to comment or complain. My petition describes the instructions.
”ICC has submitted a revised PINS for ICC 1215 as part of a committee approved defined term for Small Residential Units (SRUs) which may affect builder stakeholders. The PINS appears in the May 16, 2025 edition of ANSI Standards Action with a comment period concluding on June 15, 2025.”

My Comment- The article was published on June 10, 2025 which is only giving stakeholders 5 days to reply. Besides publishing a new PINS in ANSI Standards Action, they are required to publish in relevant trade publications as well. There is supposed to be a 30 window for public comment.
The only reason that the so called ‘defined’ term Small Residential Unit ( SRUs) was approved was because the committee was illegally stacked with THIA board members and close associates and ICC allowed the SRU to hijack the tiny house standard and put out an initial draft for public comment that was not and still is NOT in compliance with ICC and ANSI because it is their agenda.
I Sent Them A Complaint Today: Highlights Of My Complaint
In response to the article that states-‘’Currently, the committee is reviewing comments received during the 30-day public comment window for the initial draft input, as specified in CP-12A Section 4.8.3.’’
Incorrect– The current status is that there is a revised PINS that was published that went out for public comment on May 16, 2025, with a deadline of June 15, 2025 that added the Small Residential Unit to the title and scope of the standard, because there have been substantive changes, and a change of stakeholders.
Yes-they are reviewing public comments, but the new PINS announcement should have been their primary announcement for public comments.

Under the stakeholders categories the original PINS included tiny house builders, the new PINS include Builders including tiny house builders. The Small Residential Unit is the primary focus of the standard and a Tiny House is now a subcategory of the Small Residential Unit and an incidental focus.
The draft that went out for public comment was NOT in compliance with ICC Consensus Procedures or ANSI Essential Requirements and PINS requirements.
This further documents that ICC has had an overreach in the standards development and that the Small Residential Unit is the agenda of ICC and that ICC stacked the vote to make sure the agenda of the SRU is followed.
We Only Have Until June 15, 2025 To Submit Our Comments And Complaints
